It has been almost two years since the initial planning consent was given and the reserved matters application is the next step before development can commence.
A reserved matters application will require the submission of detailed plans and drawings to include details such as the siting, design and external appearance of the development, the means of access to the development and landscaping of the proposal.
As of the 12th of May 2015 Ivy Investments Limited are still the registered owner of the land however Stewart Milne are now listed as beneficiary’s along with Fox Strategic Land.
We believe that CBC and Fox have come to agreements regarding Section 106’s

The agent acting on behalf of the land owner and tasked with selling the land has also posted this on their website.
“Planning permission was granted following completion of a section 106 agreement on 30 September 2013 – only 2 days before CIL became an adopted Council policy. Baly Place Farm is a 17 acre greenfield site fronting Bolton Road, close to the town centre and railway station. Discussions will take place with the land owner about how and when the land will be sold. Land4homes act for the land owner”
Planning application submitted by Fox, Ref: 12/00741/OUTMAJ
The new application is for around 170 dwellings, we assume once they obtain planning approval and building begins they will up the numbers to the 300 they originally wanted.
